Government Free Courses With Certificate vs Online Academies (India, Pakistan, Nigeria, Philippines)

India, Pakistan, the Philippines and Nigeria all run free government courses. Here is what each certifies, what it costs, and where industrial automation is missing.

Several governments run a free course with certificate programme: India's SWAYAM and NPTEL, Pakistan's DigiSkills, the Philippines' TESDA Online Program and Nigeria's 3MTT. All four are free to learn and strong on digital and general skills. PLC programming and industrial automation are thin in most of them, which is where an online academy fits.

Checked 26 September 2026 on each programme's own website. Government schemes run in batches and phases, so confirm dates and terms on the official page before you plan around them.

India: SWAYAM and NPTEL

SWAYAM says its courses are free of cost to learners. The certificate is a separate step: learners who want one register for a final proctored exam, which comes at a fee, and sit it in person at a designated centre on a set date.

NPTEL, a joint venture of the IITs and IISc funded by India's Ministry of Education, runs its courses through SWAYAM and is the one most engineers know. Its FAQ says enrolling is free and the videos and study material can be downloaded free. To write the final exam you pay Rs 1,000 per course, turn up at the allotted exam centre with your hall ticket and government ID, and take the paper in person. You are certified only if your average assignment score and your final exam score are each at least 40 out of 100.

NPTEL is also the exception on this list for automation: it lists an Industrial Automation and Control course from IIT Kharagpur. If you want university theory with a proctored exam and an IIT name on the certificate, take it. What most job adverts also ask for is time in the vendor software itself, such as TIA Portal or Studio 5000, and that is the part a practice-based course adds.

Pakistan: DigiSkills.pk

DigiSkills describes itself as an initiative of the Government of Pakistan, led by the Ministry of IT and Telecom through Ignite (the National Technology Fund) and run by the Virtual University of Pakistan. Its FAQ is direct: there is no fee, and the programme is offered free. Trainees who meet the completion criteria get a verified e-certificate issued by the Virtual University; only a soft copy is issued.

The 24 courses are built for the freelance market, in a mix of Urdu and English. They include freelancing, digital marketing, graphic design, WordPress, AutoCAD, artificial intelligence with Python, cloud computing and full-stack web development. AutoCAD is the closest to engineering; there is no PLC or automation course. DigiSkills runs in batches: Batch-04 of DigiSkills 3.0 began on 3 August 2026, and the FAQ says enrolment for Batch-05 opens in November 2026.

Philippines: TESDA Online Program

TESDA describes its Online Program (TOP) as a web-based platform offering free massive open online courses for Filipino workers. Enrollees get a certificate of completion after finishing a course. A National Certificate is a different thing: TESDA says those who want one must pass a competency assessment at a TESDA-accredited assessment centre.

In the course catalogue on 26 September 2026, the Electrical and Electronics category held Electrical Installation and Maintenance NC II, Computer System Servicing NC II and a renewable and alternative energy group, and the Construction category included Photovoltaic Systems Installation NC II. There was no PLC or industrial automation course. For an electrician, Electrical Installation and Maintenance NC II with its assessment is the recognised route; PLC programming is a natural next step after it, not a replacement.

Nigeria: 3MTT

The 3 Million Technical Talent programme (3MTT) is run by the Federal Ministry of Communications, Innovation and Digital Economy with NITDA, together with training providers, state governments and development agencies. The site says there is no fee for the current phase, and that its first phase combined self-paced online courses with in-person applied learning sessions.

It lists twelve technical areas: AI and machine learning, animation, cloud computing, UI/UX design, data analysis and visualisation, data science, DevOps, game development, product management, quality assurance, software development and cybersecurity. Industrial automation is not one of them. The home page does not describe a certificate, so check the programme's current terms if a certificate matters to you.

Where industrial automation is missing

Look across the four and a pattern shows. Their free catalogues lean towards digital and general skills, and towards recognised trade qualifications such as TESDA's NC II. That serves large numbers of learners well. It leaves a gap for people heading into factories, water plants, power and process industries, where job adverts name PLC platforms, SCADA packages and drives.

Automation is also hard to teach without software practice. You learn ladder logic by writing it, forcing inputs and watching the outputs change. That needs the vendor's programming software and a simulator, not only lectures.

How EDWartens fits, honestly

If you can only do one

Time is limited, so here is how we would choose if only one programme fits.

  • You need a recognised qualification for a job, a licence or further study: the government route. A TESDA National Certificate or an NPTEL certificate with an IIT name is worth more on paper than any online academy's certificate, ours included.
  • You want to move into digital work such as software, data or design: DigiSkills or 3MTT, whose tracks are built for exactly that.
  • You want to program PLCs, build HMI screens or commission SCADA: a practice-based automation course that has you writing and testing programs in vendor PLC software every week.
  • You are not sure yet: start any free course this week. Finishing one course teaches you more about what you want than reading about ten.
