Is this a certification?
It is a foundation for TÜV-style certification, not a replacement for it.
Is functional safety different from safety PLC programming?
Programming an F-CPU or GuardLogix is one part; the courses also cover the standards (ISO 13849, IEC 62061) and the risk assessment that decides what the program must do.
